Resolution relies on a consensus of credible reporting rather than an official registry or specific government record, giving the decider latitude to determine what qualifies as general agreement among news outlets. The rules define a meeting as an encounter where both individuals are present and interact in person, which introduces slight ambiguity around incidental contact, brief greetings, or overlapping attendance at multilateral summits without bilateral talks. The deadline of December 31, 2026, at 11:59 PM ET is clearly defined, and territorial definitions for Russian de facto control are explicitly stated.
