Resolution relies on a consensus of credible reporting rather than an official diplomatic record or designated registry, giving the resolver latitude in judging whether an event meets the criteria. A qualifying encounter requires both leaders to be present and interact in person, which leaves room for interpretation if they merely attend the same multilateral summit without formal bilateral discussions. Additionally, the market strictly tracks the location of their next meeting, meaning an encounter occurring elsewhere first would preclude a positive resolution even if a subsequent meeting happens in Belarus before the deadline.
