The resolution criteria are clear and rely on a unanimous call across three specific major networks (the Associated Press, Fox News, and NBC), with an explicit fallback to official state election certification if they do not all agree. The deadline extends well past standard certification timelines to July 31, 2027, preventing unexpected timeouts. There are no subjective clauses or hidden edge cases.
