Resolution relies on a consensus of credible reporting rather than an official diplomatic record or named authority, requiring judgment to determine whether informal encounters (such as a brief handshake or exchange of words versus merely being in the same room) qualify as a meeting. Additionally, while the rules specifically define Gulf Cooperation Council members, they do not explicitly define what 'another country' is relative to, which could cause confusion if the meeting occurs in a third-party country versus the United States, Russia, or defined Gulf states. If no qualifying meeting occurs before the deadline of December 31, 2026, the market resolves accordingly.

Merely standing in proximity, making eye contact, or being present in the same room or event without direct interaction will not qualify. For this market, Gulf states are defined as the six members of the Gulf Cooperation Council (Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, United Arab Emirates).
