The resolution criteria clearly define what constitutes taking office, explicitly requiring formal presidential appointment and a parliamentary vote of confidence while excluding unconfirmed interim or caretaker appointments. The long-stop date of December 31, 2027 provides a clear boundary. Official Romanian government announcements serve as the primary resolution source, with credible reporting permitted as a secondary measure if necessary.
