The rules clearly specify what constitutes taking office: the individual must be formally appointed by the President of Romania and win a vote of confidence in Parliament to form a new government. Interim or caretaker prime ministers without parliamentary confidence are explicitly excluded, removing potential ambiguity around temporary leadership. The resolution source relies primarily on official announcements from the Romanian government, supplemented by credible reporting if necessary, and a definitive long-term deadline of December 31, 2027, is established.
